Charles Frame is the Vice President of Administration, where he oversees Fiscal Services, Information Technology, Facilities Management, and Auxiliary Services departments. He is also a member of the President’s Cabinet.

Prior to becoming the Vice President of Administration, Charles was the Dean of Recruitment and Outreach at Normandale where he oversaw enrollment strategy and a wide range of student-facing departments while partnering across the institution on resource and operational decision‑making. Before that role, he was the Director of New Student Programs and Title IX Deputy at Normandale. Previous to his time at Normandale, Charles was First Scholars Program Coordinator at the University of Memphis and Associate Director of Residential Life at Rhodes College.

Charles has strong experience in improving how colleges operate across enrollment operations, student financial services and financial aid, technology projects, facilities partnerships, and student services. He has also led major modernization efforts, including creation of a student‑ready one‑stop services center and implementation of enterprise technologies.
