Purpose: To define guidelines for emergency procedures for Normandale Community College.

Part 1: Medical Emergency |
|
Upon Discovery of a Medical Emergency
- Call Normandale Public Safety at 555 from any campus phone or call (952)358-8280 and give the following information: (1) Your name (2) The building and room number (3) Type of injury or symptoms.
- DO NOT MOVE THE INJURED OR ILL PERSON UNLESS THEY ARE IN A LIFE THREATENING SITUATION.
- Try to comfort the person(s) until emergency personnel arrive.
- If you are exposed to another’s bodily fluids, inform Public Safety Officers when they arrive.

Part 2: Fire |
|
Subpart A: If Smoke or Fire is Present
- Activate the fire alarm system by pulling the lever on the nearest building pull station.
- Dial 555 from any campus phone or call (952)358-8280 and give Public Safety the following information: (1) Your name and number (2) the exact location of the fire (3) What is on fire and its size.
- Assist anyone needing help if there is no immediate danger to yourself.
- Evacuate the building using the appropriate evacuation route.

Subpart B: If you are notified of a fire in your building
- See “Evacuation” in Part 7 of this policy.
- If you are above ground floor and fire or smoke is causing restricted exit routes: (1) Remain in Your Room (2) Place something at the base of the door to prevent the entrance of smoke (3) Call 911 and let them know your situation.

Part 3: Criminal Activity |
|
Subpart A: If you witness a crime in progress
- DO NOT ATTEMPT TO APPREHEND OR INTERDERE WITH A CRIMINAL EXCEPT IN SELF-DEFENSE.
- If it is safe to do so, try to get a detailed description of the criminal noting: Height, weight, sex, race, age, clothing, weapon (if any), and direction of travel.
- If a criminal enters a vehicle note its: License plate number, make model and color, and any other identifiers.
- Call Public Safety at 555 from any campus phone or (952) 358-8280.
- Remain where you are until contacted by a Public Safety Officer.

Part 4: Bomb Threat |
|
If you receive a bomb threat:
- Keep the person talking as long as possible.
- Secure as much information as possible such as: Where is the bomb? When is it set to go off? What does it look like? What type of bomb is it?
- Hold the line open. Do not hang up. Use another line to call Public Safety at 555 or (952) 358-8280.
- Report what was said to Public Safety.

Part 5: Active Shooter |
|
Subpart A: Contacting the Authorities
- Call 911 or Public Safety at 555 from any campus phone or (952) 358-8280.

Subpart B: Secure Immediate Area
- Lock or barricade the door, if able.
- After securing the door, stay away from the door as much as possible.
- If the assailant enters your room and leaves, lock or barricade the door behind them.
- If safe to do so, allow others to seek refuge with you
|
|
Subpart C: Protective Actions
- Close blinds and block windows.
- Turn off radios and computer monitors.
- Silence cell phones.
- Place signs in exterior windows to identify your location to emergency responders and the location of any injured persons.
- Turn off lights and remain calm & quiet.
- After securing the room, people should be positioned out of sight and behind items that may offer additional protection.

Subpart D: What to Report
- Your specific location including the building name and office or room number.
- Number of people at your specific location.
- Injures, including the number of injured and type of injuries.
- Number of assailants, location, race and gender, clothing and physical description, type of weapons (long gun or hand gun) shots fired, and suspect identity if known.

Part 6: Tornado |
|
Subpart A: If you are notified via Public Address System that a Tornado is Approaching
- Move quickly to an interior hallway on the lowest level.
- STAY AWAY FROM WINDOWS AND EXTERIOR DOORS.
- Stay out of rooms below large roof sections such as the gymnasium, auditorium, or theatre.
- Do not leave the building unless instructed to do so.
- If outside, seek shelter in a nearby building or find a ditch or depression in which to hide and cover your head.
- Report injures and damage to the Public Safety Department from any campus phone at 555 or (952)358-8280.

Part 7: Evacuation |
|
If an evacuation order is issued:
- Follow emergency evacuation route signage in your area.
- Close all doors when exiting.
- Take the nearest stairwell to the 1st floor and exit the building.
- DO NOT USE ELEVATORS.
- Proceed to a safe area beyond building exterior doors.
- Do not return to your office or classroom until the “ALL CLEAR” announcement is given by the Public Safety Department or Emergency Responders.
