Related MnSCU Board Procedure: 5.12.1 Military Service and Disabled Veterans

Purpose:  To provide consistent guidelines for students attending Normandale who are called to active duty with the military service and veterans with service-connected disabilities whose service-connected medical condition or medical treatment requirements reasonably prevent the person's attendance at or progress in part or all of the person's higher educational training or studies at any given time.

Part 1:Definitions

  1. Active duty military service. Full-time duty in the active military service of the United States. This includes members of the Reserve Components serving on active duty or full-time training duty, but does not include full-time National Guard duty.
  2. Veterans with service-connected disabilities.  Defined in Minnesota State statute section 197.447 and as certified by the United States Department of Veterans Affairs.
  3. Medical conditions and treatment requirements.  The terms "medical condition" and "medical treatment requirements" must be broadly construed and without regard for whether or not they relate directly to the person's service-connected disability.

Part 2: Considerations Required

Subpart A: Class sessions a student misses due to performance of active military service or due to the person's medical treatment or medical condition must be counted as excused absences and must not be used in any way to adversely impact the student's grade or standing in the class.

Subpart B: Students excused for these reasons continue to be responsible for completing assignments due during the period the student is performing active military service or receiving medical treatment or recovering from a medical condition.

Subpart C:  Students are expected to communicate upcoming military obligations to instructors as soon as they become aware of dates and times. Instructors may request written documentation for verification of absences.
